As members of a diverse community in a democratic society, we are obligated to provide a safe and secure learning environment for all of our students. Our entire school community must embrace this responsibility in order to create a school in which students can learn and grow in an environment free from intimidation. Regardless of our personal feelings or individual biases, our actions should be socially appropriate and reflect tolerance for each member of our Northeast High School Community.

In accordance with the School District of Philadelphia’s Policies 102 and 103, we have established a zero tolerance policy towards the language and behavior of intolerance. This includes verbal as well as physical harassment. Unacceptable conduct, for example, could include inappropriate comments regarding ethnicity or sexual orientation, off-handed discriminatory remarks, offensive jokes and overt harassment of any kind. No student or staff member should be demeaned on the basis of race, language, ethnic origin, religion, gender, sexual orientation or ability. Any infractions of this non-discrimination policy will result in immediate disciplinary action for students and/or staff.

Our commitment extends further through our support of the following programs: the ALLY Safe Schools Network, Seeking Educational Equity and Diversity (SEED), Peer Mediation/ Conflict Resolution, Town Watch Integrated Services (TWIS) and the Comprehensive Support Assistance Process (CSAP). On behalf of the administration of Northeast High School, I would like to extend a very sincere welcome to you. Serving more than 3600 students from many different racial and ethnic backgrounds, who speak more than thirty different languages, Northeast High School is the largest comprehensive high school in the city.

Embedded in the belief that all children can learn, the mission of Northeast High School is to ensure that every student achieves post-secondary success through the establishment of an educational program that encourages and enables the students of Northeast High School:

  • to develop the habits of mind and scholarship that promote self-initiated, independent thinking, as well as the continued pursuit and acquisition of knowledge
  • to develop an appreciation, understanding and acceptance of different cultures, values and attitudes, and
  • to become competent and productive members of our society who have the ability to adapt and compete in an ever-changing world.

It is our hope and desire to accomplish this through the establishment of an educational environment that reflects a collaborative effort by the administration, staff, students and parents; that uses the natural diversity of the student body to enhance students’ respect for other cultures, and which is conducive to the development of an educational program that is appropriate to the abilities and needs of each student, while also promoting self-motivation, self-esteem, self-discipline, a good work ethic, good social skills and citizenship. Further, acknowledging the interdependent relationship that exists among academic, interscholastic and co-curricular programs towards the growth and development of students, we believe that our programs are second to none and we are committed to their continued development and improvement.

This handbook is designed to serve as a guide to help you to become acquainted with Northeast High School, its policies, procedures and guidelines, as well as understand the expectations that we have of you. It is expected that you will read this handbook and become knowledgeable of its contents. If it should become necessary to amend or delete any procedure or policy contained herein, a memo under separate cover will be issued at the appropriate time. The same will occur if it is necessary to include a procedure or policy not already addressed, herein. Reporting to School
Students are expected to report to school sufficiently early to pass through the security/scanning process. Boys are to report to the “F” door by the gym office. Girls are to report to the main lobby. All students are due in their advisory by 7:38 A.M. Students who fail to report to advisory by 7:38 A.M. will be marked late to school and face disciplinary action.

The advisory period begins at 7:38 A.M., prior to 1st period. Advisory is an assigned period, designated on your roster and report card as “seminar”. All students are required to attend advisory. Students are to remain in their respective advisory until the first period bell. Students who attend advisory, promptly, each day will receive .25 credits towards graduation per school year. Students who have 4 or more unexcused absences or who are late 6 or more times in a marking period will be given a failing grade for advisory.

Lateness to School
Students arriving late for school are to enter the school building through the main lobby doors, only. These doors are located on the Cottman Avenue side of the building. Students who bring in parent(s) or guardian(s) for official school business will be permitted to come in by way of the main entrance (Cottman Ave.). All students who arrive late to school must “scan-in” and obtain a late slip. Students reporting late without a note signed by their parent will be subject to disciplinary actions as per the Code of Student Conduct under Level I Offenses. For repeated violations, a student will be suspended.

Abscence Notes
Regular attendance is vitally important to all aspects of school life, especially student achievement. It has been well documented that a student’s scholastic achievement is directly related to his/her pattern of attendance. Students with good attendance perform better. Therefore, the following procedures will be consistently applied by the administration and staff when dealing with student absence:

  1. Students who are absent from school must bring a verifiable excuse note on the day of their return to school, which is signed by their parent, stating the reason for and the date(s) of the absence. The note is to be given to their advisor.
  2. Upon returning to school, students are responsible for making arrangements with their teachers to make up the work that they missed as a result of their absence. Teachers also share in this responsibility for determining a reasonable and specific time period for the completion of the missed work.
  3. Failure to produce a proper note will result in a coding of “unexcused absence” in the roll book and on the school computer network. A coding of “unexcused absence” does not allow for a student to make up any missed schoolwork.
  4. Five unexcused absences from any class may result in a failing grade for the quarter.
  5. Cumulative unexcused absences will restrict a student’s ability to participate in extra-curricular activities.
  6. Ten consecutive unexcused absences will cause a student to automatically be placed in “Active Office Roll” (AOR) status. Students placed in AOR status must go through the entire admissions process to return to regular status. There is no guarantee that a student, who is placed in AOR status, will be placed in the same program or receive the same roster upon his/her re-admittance to school.

Note: Students who expect to be absent for more than three consecutive days should contact their counselor to get missed work. Students who expect to be absent more than four consecutive weeks should contact the nurse for homebound services.

Religious Observation
Students who are absent from or late to school because of participation in a religious obligation must present a note from their parent or guardian stating the place and time of the obligation.

Request for Absence from School
The school recognizes that there are times when it becomes necessary for a parent or guardian to request that his/her child(ren) be absent from school for a short period of time for reasons other than illness. When this becomes necessary the following procedure is to be followed:

  1. At least one week prior to the requested dates of absence, the parent/guardian is to write a note explaining the reason for the absence and the anticipated dates of the absence. The note must be signed by the parent/guardian and contain a phone number where the parent/guardian can be reached for verification of the note.
  2. The student is to bring the note to an administrator for approval. If approved, the absences will be marked as excused and the student will be given a memo from the administrator granting permission.
  3. The student is to present the memo to his/her teachers for their signature and to make arrangements for any work that will be missed during the period of absence.
  4. When completely signed, the memo is to be returned to the administrator who will keep it on file.

Failure to follow this procedure may result in the absences being marked as unexcused and the student being denied the opportunity to make up missed work. All other emergency situations will be handled as they arise.

Early Dismissals
Early dismissals are granted for certain types of medical and personal emergencies. Medical and dental appointments should be scheduled after school hours. However, for those that must be made during school hours, permission can only be obtained from the nurse. Prior to the start of 1st period, the student must bring in the appointment slip from the doctor with whom he/she has the appointment and a written request from his/her parent, with a parental signature, stating the name of the student, time of dismissal and a phone number where the parent can be reached to verify the note. The student is to pick up the early dismissal slip from the nurse after 2nd period. At the designated time, the student is to go to the main office and sign out. Parents do not need to come in to sign the student out if the school was able to confirm the appointment. The student is to retain the early dismissal form and have each of his/her teachers sign it upon the student’s return to school.

No early dismissals will be given without the requested documentation, which can be verified by a phone call. Without verifiable documentation, no student will be permitted to leave unless his/her parent comes to the main office.

For medical emergencies, students must see the nurse. All students, regardless of age, who are being dismissed early due to illness, must have a parent or guardian pick them up. Emergencies, regarding job interviews and college matters, are handled by the counselors. Administrative approval is required for all other emergency situations that should arise during the course of the school day necessitating that a student leave early. Students may not leave school early without first securing administrative approval.

Leaving the Building
Only students with early dismissals or special rosters are permitted to leave the building prior to the end of the school day. Students, who leave school without permission, will be subject to disciplinary actions, up to and including suspension.

Class Attendance / Cutting
Cutting of class(es) is detrimental to a student’s academic performance and often contributes to behavior which is disruptive to the entire educational program. Students are considered to have cut if they are marked present in school but do not attend class. Students who cut class will receive a zero for that class and will not be permitted to make up missed work. Missing class due to a late arrival without an acceptable excuse is considered as a “late cut.” Chronic cutting often leads to subject failure and will result in disciplinary action.

Hall Passes
Students who need to leave class during class time must obtain a hall pass. Permanent hall passes, belonging to the teacher, are to be kept in good condition and returned to the teacher who issued it. Students who are in the hall without a hall pass during class time or possess an unauthorized hall pass will be subject to disciplinary action.

ACT 29 of 1995 (TRUANCY)
Students who report to school and cut classes are considered to be truant by the courts. Students cutting school are truant. Truancy petitions will be prepared and turned over to the proper authorities for the initiation of legal action(s), including fines, etc. against students and parents/guardians. Act 29 provides for a $300 fine and allows the court to impose parent education classes and community service sentences for the parents of a truant child who do not show that they took reasonable steps to ensure their child’s school attendance. It provides that the parent and child must appear at a hearing before the district magistrate. Act 29 also provides that truant students lose their driver’s license for 90 days for a first offense, 6 months for a second offense.


Graduation / Promotion Requirements
At the high school level, students are promoted or graduated only by passing subjects for which they receive credit.

Graduation Requirements
  • 23.5 credits: 4 English, 3 Math, 3 Science, 3 Social Studies, 2 World Languages, 1.5 Health and Physical Education, 2 Arts and Humanities, and 5 Electives. (One of the five electives must include one of the following: extra mathematics or extra science, International Baccalaureate or advanced placement course.) NOTE: All students are also required to complete and pass a full credit course in African-American History.
  • As a requirement for graduation, all students must complete a multidisciplinary/service-learning project by the third marking period of their senior year. It is to involve more than one subject, demonstrate problem-solving, communication, citizenship, school- to-career or multicultural competencies, and requires strong writing skills. (See below.)
GRADE 9 to 10 requires a minimum of 5 credits
GRADE 10 to 11 requires a minimum of 11 credits
GRADE 11 to12 requires a minimum of 17.5 credits
Graduation – requires a minimum of 23.5 credits


Multidisciplinary Project
  • As a requirement for graduation, NEHS students must complete a multidisciplinary project, which consists of the following components: a research paper, interview, power point or video presentation, and an oral presentation. This project is to be completed by the third marking period of their senior year. Students will receive an information packet in fall of their senior year or upon request, which contain the details for completion of this requirement.

Open House / Report Card Conferences
Parent conferences will be held as follows:

  1. An Open House will be held shortly after the start of the school year. Time and date will be announced in September.
  2. The first report card conference will be held from 6 – 8 P.M. on the evening following the distribution of the first report card.
  3. All other parent conferences will be scheduled, as possible and appropriate.

Parent Conferences
Parents/guardians are encouraged to contact the school to make an appointment with the teacher, counselor or administrator whom they wish to see. However, to minimize classroom disruptions, conferences are not permitted when a teacher is scheduled to teach a class.

Honor Roll
Honor Roll at Northeast High School consists of two categories: distinguished and meritorious. To be eligible for distinguished honors, a student must have all “A’s” on his/her report card and no “3’s” in behavior. To be eligible for meritorious honors a student must have a combination of all “A’s” and “B’s” or all “B’s” on his/her report card and no “3’s” in behavior.

National Honor Society
The Northeast High School National Honor Society was established to create enthusiasm for scholarship, to stimulate a desire to render service, to promote leadership, and to develop character in the students attending Northeast High School. Membership is granted only to those students selected by the faculty council on the basis of scholastic achievement, leadership, service and character. To be considered for membership in the NHS, a student must be in 10th, 11th or 12th grade, have a minimum cumulative average of 90 or GPA of 3.5, and have been a student at NEHS for at least two consecutive report periods prior to consideration for eligibility. Homework Policy
Homework is an important part of every student’s instructional program. Through homework, classroom instruction is reinforced, high expectations are supported, students are encouraged to be self-directed, and the relationship between the school and the home is strengthened. The completion of all assignments is very important, not only in terms of its effect on a student’s grade, but also as a reflection of a student’s work habits and self-discipline. As such, it is the responsibility of a student to complete all assignments within the specified time allotted and in a manner, which represents the student’s best effort. Additionally, it is a student’s responsibility to notify his/her teacher, as soon as possible, when he/she is unable to complete a required assignment and the reason(s) for not being able to do so.

While students are to assume the major responsibility for completing all homework assignments, parents are encouraged to take an active interest in their child’s homework by:

  • Asking about homework every day
  • Providing a definite time and suitable place for the completion of homework assignments
  • Helping to secure resource materials for their child
  • Checking homework for accuracy, neatness and completeness
  • Meeting with the teacher to discuss issues or concerns with respect to homework and/or class work assignments

The importance of developing good study skills cannot be over emphasized. Each student should establish a daily study schedule that reflects a commitment to learning. Being prepared for instruction also includes bringing the necessary materials to school each day.

  7. Sharpen the saw – renew yourself on a regular basis (mentally, emotionally, physically and spiritually).

Academic Support
For students in need of extra help in a subject, the following assistance is available:

  1. The National Honor Society offers tutoring help. See Ms. McCloskey.
  2. There may be an after-school tutoring program. Read the DAILY BULLETIN for information concerning tutoring opportunities.
  3. Questions related to help in specific subject areas can be addressed to the respective department head and/or your SLC coordinator.
  4. Students are encouraged to seek help as soon as they detect a problem in a subject by speaking to their teacher, counselor or SLC coordinator.

Course Selection
Courses for the following school year are selected in January and February of the current year in accordance with the procedures listed in the Student Subject Selection Handbook, which is published each school year. Students are advised to review their selections with their parents and make a commitment to stand by their decisions.

Student Records
The school has the need to collect and maintain certain information related to the heath, education and welfare of its students. This information is vital to the continuity of the school’s educational program. Federal and state laws provide safeguards to the privacy of such records and guarantee access to these records by parents or guardians and students.

A parent or guardian who wishes to review the records of a student for whom he/she is responsible should contact the student’s counselor for an appointment or present a written request to the counselor for such an inspection. Such requests will be granted as soon as possible, but not later than 14 days from the date of the request. Students under eighteen (18) years of age must have written permission from their parent or guardian prior to viewing their educational records.


Athletics, Extra-Curricular and After School Activities
Students are encouraged to participate in after school activities. The school offers a full range of interscholastic sports for young men and young women on the varsity and junior varsity levels. In addition, many other extra-curricular activities in fields such as chess, debating, music, dance, drama, student senate, publications and academic competitions are also offered. Students must understand that any school sponsored extra-curricular activity is a privilege that can be revoked at any time. As such, it is imperative that students meet all criteria for eligibility.

Participation in any athletic activity is governed by the Pennsylvania Interscholastic Athletic Association (PIAA). Students should see the coach of the sport in which they are interested or the Athletic Director for PIAA guidelines. Eligibility for participation in all other extracurricular activities is dependent upon maintaining satisfactory academic progress, a good attendance record and a good disciplinary record. Failure to meet or maintain academic or attendance requirements, as well as Code of Student Conduct requirements, will result in a student being denied permission to participate in extracurricular activities.

NOTE: No pupil is to remain in the building beyond dismissal time, unless under the direct supervision of an authorized staff member. NO EXCEPTIONS! Further, absence from school on the day of an athletic event or extracurricular activity, regardless of the reason, will result in the student’s ineligibility to participate in that event or activity. Cuts are deemed to be absences from school for the purpose of athletic and extracurricular eligibility

Student Senate
The Senate is comprised of representatives of the student body and conducts many activities of interest for students, as well as acting as the liaison between the student body and the administration. Each advisory section elects a Senator. Senate Officers are elected by the student body each spring. Class Dues (Tentative – Subject to Change)
During your four year enrollment at Northeast High school, the total amount of class dues for which you will be responsible is $140. Three years is $130, 2 years is $120, one year is $110. Dues for each of the 9th, 10th and 11th grade years are $10. In the 12th grade, the dues are $110. To reduce the impact of financial obligations during the senior year, it is suggested that dues be paid according to the following schedule. This is only a suggested payment schedule to alleviate the financial burden incurred in senior year.

A receipt will be given to the student for all payments received. These receipts must be kept until after graduation. These receipts are proof of payment and are invaluable in settling any discrepancies that may occur. Unpaid dues from previous grades must be paid in order for a student to participate in any class activity, e.g. prom, dances, etc. Any debts that are not paid, i.e. temp i.d.’s books, dues, before proms(junior or senior), tickets will be pulled and students will not be allowed to attend until debts are cleared.

Assemblies / Auditoriums
Special assemblies in the auditorium are scheduled during advisory. Announcements will be made as to which class is scheduled for an assembly program. Students are to report, promptly, and be seated, quietly, in their assigned seats. Students are expected to maintain appropriate behavior during the program. Students are not permitted to eat or drink. Students are to remain in their assigned seats until dismissed and may not leave the auditorium without authorization.


Policy Statement
The primary function of a school is to educate its students. However, education cannot occur when students disrupt the classroom or create situations in which other students, staff and/or guests feel unsafe. In order to maintain the proper environment in which an educational program can be effectively conducted, in conjunction with the School District of Philadelphia, Northeast High School has established a Code of Student Conduct, which students are expected to obey. These rules are in addition to the laws of the United States and the Commonwealth of Pennsylvania, which prohibit all persons from engaging in unsafe or inappropriate behaviors.

This Code divides misconduct into two sections: (1) Level I Offenses; (2) Level II Offenses. The level of offense dictates the severity of the remedial measure that the District will impose. In addition to the specific offenses set forth below, the District has the right to discipline any student who engages in conduct that is not listed below, but threatens the health, safety and/or welfare of others or disrupts the learning environment. The appropriate remedial measure will be determined at the sole discretion of the District in accordance with the law. Any conduct in violation of a criminal statute or ordinance will also be deemed to be a violation of the Code of Student Conduct and subject to appropriate disciplinary actions, in addition to arrest.

In addition to this Code of Student Conduct (“Code”), the District has various policies that govern conduct in the District. A copy of these policies can be obtained at www.phila.k12.pa.us or the Office of Communications (215-400-4040). With everyone’s commitment, we can create a proper learning environment at Northeast High School.

Scope of Rules of Conduct
These rules apply to any conduct:

  1. on school grounds during the school day, or within a reasonable time prior to or after the school day
  2. on school grounds at any other time when the school Is being used by a school group
  3. off school grounds at any school sponsored activity, function or event
  4. traveling to and from school, including actions on any school bus, van or public conveyance
  5. off school grounds when the conduct may reasonably be expected to undermine the safety of the students or staff, to cause disruption in the school, or to undermine the proper disciplinary authority of the school

Responsibilities of Students
All segments of the school community, including students, are important in the operation of a successful school program. Students must assume a major role in the development of an educational environment that will help to ensure maximum learning. As such, students are responsible for knowing and conforming to all of the standards of behavior, which are encompassed in all of the school’s rules and regulations, as well as all applicable laws. They are expected to attend school regularly, to be on time and to be prepared for all classes. They are expected to make every effort to complete all school assignments on time and to the best of their ability. It is also expected that all students will make valuable use of the time available to them while in school and respect the rights and property of all those who are involved in the educational process. Students are NOT expected to engage in any behavior which is disruptive to the school’s educational atmosphere, interferes with the educational process of another student, or adversely affects the health, safety, and/or welfare of any member of the school community. Further, it is expected that students will report incidents or activities, which may threaten or disrupt the school environment, to a staff member or the District’s Safety Hotline @ 215-400-SAFE (7233).

Rules of Conduct

Level 1 Offenses

Rule 1. Prohibition of Disruption of School: Students shall act in a courteous manner towards all Members of the School Community and shall not disrupt any educational or school-related program. A student violates this rule if he or she:

  • fails to obey directions from administrators, teachers and other staff members;
  • fails to follow established school rules;
  • possesses or uses beepers, cell phones or other telephonic devices during school hours or programs;
  • possesses mace, pepper spray or laser pointers;
  • runs and/or makes excessive noise in the halls or building;
  • trespasses, loiters and/or fails to provide school identification when requested;
  • fails to attend class without a valid excuse;
  • activates the fire alarm when there is no threat of fire, or is tardy to school or class.

Rule 2.Compliance with Dress Code: Students shall dress in accordance with the standards described below and the standards set forth in the school’s adopted dress code, which establishes the appropriate colors and styles of clothing a student is to wear. A student violates this rule if he or she:

  • fails to wear the designated uniform colors;
  • fails to wear the designated style of clothing;
  • fails to wear pants correctly at waist or without belts;
  • wears clothing that is undersized or oversized;
  • wears oversized T-shirts, muscle shirts or halter tops;
  • exposes undergarments or wears spaghetti straps or see through clothing;
  • wears stocking caps, do-rags, bandanas or hats.

Rule 3. Prohibition of Gang Colors and Symbols: Students shall not wear gang colors/symbols. A student violates this rule if he or she:

  • wears colors of a gang or sports paraphernalia with the intent to show allegiance to a gang, or
  • wears any article of clothing which contains a symbol of a gang.

Rule 4. Prohibition of Offensive Language: Students shall not use offensive language. A student violates this rule if he or she:

  • curses or uses vulgar, obscene or offensive language; or
  • sends or forwards any offensive, sexually-oriented, or threatening messages, pictures or symbols from any source to any other Member of the School Community.

Rule 5. Mandate of Academic Honesty: Students are expected to maintain the highest standards of honesty in their work. A student violates this rule if he or she cheats, copies the work of another, plagiarizes or forges a note from another. Theft of standardized tests, changing grades and/or attendance data will be considered a Level II violation. (See sections on Academic Honesty & Plagiarism, pp.25-26.)

Rule 6. Abuse of Computer or Internet Privileges: Students shall respect the computer privileges granted to them. A student violates this rule if he or she:

  • gives his or her password to another individual or uses another individual’s account;
  • illegally downloads copyrighted materials from the Internet;
  • visits sites on the Internet which contain sexually explicit material;
  • harms or destroys data of another student or person, the Internet or other networks;
  • creates, downloads or uploads computer viruses; or
  • violates any rule contained in the School District’s Acceptable Use Policy, which can be found at www.phila.k12.pa.us.

Rule 7. Prohibition of Destruction and Theft of Property: Students shall respect property and shall not damage, destroy or steal any property. A student violates this rule if he or she causes damage or steals property in an amount not to exceed $150 by:

  • painting or drawing graffiti on property;
  • causing or attempting to cause damage to property;
  • stealing or attempting to steal property on school grounds or at any school sponsored event.

Rule 8. Prohibition of Gambling: Students shall not place or take bets on chance for personal benefit.

Rule 9. Prohibition of Reckless Endangerment: A student shall not act in a manner, which ignores the health, safety and/or welfare of any Member of the School Community by placing that person in danger of injury or pain.

Rule 10. Prohibition of Threats: A student shall not communicate, directly or indirectly, any threat to another Member of the School Community that places him/her in fear of injury, pain or ridicule. Serious threats to life or safety will be considered a Level II violation. (See Rule 18, Prohibition of Bullying and Serious Threats)

Rule 11. Prohibition of Fighting: Students shall refrain from mutual confrontations involving physical contact with any Member of the School Community.

Rule 12. Prohibition of Simple Assault: Students shall not cause or attempt to cause bodily injury to another student or visitor. Acts that result in serious bodily injury that require medical attention will be considered a Level II violation. (See Rule 23, Prohibition of Aggravated Assault)

Rule 13. Prohibition of Indecent Exposure and Inappropriate Touching: Students shall not expose his or her genitals to another Member of the School Community or touch the genitals of another. This rule includes incidental contact where the student did not have malicious intent or have reasonable knowledge to understand the consequences of his or her behavior. Repeated violation of this rule will be considered a Level II violation. (See Rule 21, Prohibition of Sexual Assault). Violation of this rule does not include:

  1. Sexual Assault,
  2. Harassment, or
  3. Sexual Acts

Rule 14. Prohibition of Tobacco Products and Paraphernalia: A student may not possess or use any tobacco product, cigarette lighters, matches, rolling papers, pipes or other such paraphernalia.z

Rule 15. Prohibition of Drugs or Alcohol for Personal Use: Students shall not have, use or be under the influence of any alcohol, drugs or unauthorized prescription or nonprescription medication. A second violation of this rule will be considered a Level II violation and sanctioned accordingly. A student does not violate this rule if he or she is in possession of a drug prescribed to that student by a licensed physician and carried in the container supplied by a pharmacist showing the name of the student or if he or she is in possession of a non-prescription medication with written authorization from a parent or doctor. Students shall only possess the dosage necessary for use during that school day.

Actions Sanctions / Corrective Action – Level I Offenses
For any violation of a Level I offense, a student will face one or more of the following interventions and/or corrective actions:

  1. meeting between the teacher and the student to discuss the student’s behavior and expectations for improving his/her behavior;
  2. detention;
  3. meeting between the student and his/her counselor or SLC coordinator;
  4. meeting between the student and the principal;
  5. notice to parents informing them of the student’s behavior;
  6. temporary assignment to discipline or “cooling off” location;
  7. temporary assignment to a different class setting;
  8. supervised mediation between the students involved;
  9. placement on daily report;
  10. meeting with case worker or probation officer, where applicable and appropriate;
  11. assignment to Saturday SMART Program;
  12. referral to CSAP (Comprehensive Student Assistance Process) team, as warranted by the student’s conduct or course of conduct
  13. referral to counselor, substance abuse program, and/or M/H provider, as warranted by students conduct;
  14. suspension from privileges including, but not limited to, participation in graduation ceremonies, class trips, dances and other extracurricular activities such as athletics, clubs and
  15. instructional music programs, as well as the suspension or revocation of network user accounts;
  16. temporary suspension of bus service for violations on or while waiting for school bus or van;
  17. suspension from school from one to five days; and
  18. permanent assignment to another class or section.

Level II Offenses

Rule 16. Repeated Violations of the Code: Students shall not commit multiple violations of Level I Rules 1, 3, 5-15. This rule will not be considered violated if the school has failed to take all appropriate remedial interventions in response to each of those violations.

Rule 17. Prohibition of Destruction & Theft of Property: Students shall respect all property and shall not damage, destroy or steal any property. A student violates this rule if he or she causes damage or steals property in excess of $150 or more by:

  • painting or drawing graffiti on property;
  • stealing or attempting to steal property.

Rule 18. Prohibition of Bullying: Students shall not intimidate or bully Members of the School Community. A student violates this rule if he/she, using physical, verbal, written or psychological means, acts in a willful manner with the intent to hurt or humiliate another member of the School Community. A violation of this rule shall include but not be limited to:

  • repeatedly threatens another individual or engages in conduct in violation of Rule 10 (Prohibition of Threats);
  • Physical: hitting, kicking, pushing, shoving or getting another person to hurt someone;
  • Verbal: racial slurs, name-calling, teasing, taunting, verbal sexual harassment, gossiping, spreading rumors; or
  • Non-verbal: threatening, obscene gestures, isolation, exclusion, stalking, cyber-bullying (bullying that occurs by use of electronic devices through means of email, instant messaging, text messaging, blogs, mobile phones, telephones, pagers or websites) or the posting of information on bulletin boards, school walls, an individual’s personal belongings or other locations, about an individual without his or her consent.

Rule 19. Prohibition of Harassment: Students shall not violate the Anti-Harassment Policy of the District, which can be found at www.phila.k12.pa.us. A student violates this rule if he or she demands sexual favors or harasses, threatens, intimidates or otherwise creates a hostile school environment because of someone’s gender, age, race, color, sexual orientation (known or perceived), gender identity expression (known or perceived), national origin, religion, disability, socioeconomic status or political beliefs. (See Sexual Harassment Policy or Policy #102, p.24.)

Rule 20. Prohibition of Voluntary Sexual Acts: Students shall not engage in any consensual sexual act (i.e. oral or intercourse) on school grounds or at any school sponsored event.

Rule 21. Prohibition of Sexual Assault: Students shall not force or attempt to force another Member of the School Community to engage in a sexual act. For the purpose of this rule, sexual acts shall include but are not limited to:

  1. intercourse;
  2. oral sex;
  3. groping sexual parts, or
  4. simulated sex

Rule 22. Prohibition of Assault on School Personnel: Students shall not intentionally cause or attempt to cause physical injury or pain to any school employee.

Rule 23. Prohibition of Aggravated Assault: Students shall not cause, attempt to cause or threaten to cause serious bodily injury to another student or visitor without regard to the value of human life or with a weapon.

Rule 24. Prohibition of Robbery: Students shall not use or attempt to use force to steal or attempt to steal the property of another Member of the School Community.

Rule 25. Prohibition of Possession of a Weapon: Students shall not possess any weapon as defined in the glossary of the Code of Student Conduct and/or in The Safe Schools Act (ACT 26). A student violates this rule even if he or she did not intend to use such item as a weapon. (See ACT 26, p. 23)

Rule 26. Prohibition of Distribution of Drugs or Alcohol: Students shall not sell or distribute any drugs or simulated drugs, alcohol, prescription or non-prescription medication or posses such items under circumstances which would indicate that they are for distribution and not for personal use.

Rule 27. Rule 27 Prohibition of Placing Another in Danger: Students shall not engage in, or attempt to engage in, any conduct, which endangers the health, safety or welfare of any Member of the School Community. A student violates this rule if he or she:

  • sets a fire on school grounds;
  • retaliates against a Member of the School Community for his or her participation in any investigation, academic or disciplinary proceeding;
  • activates the fire alarm when there is no threat of fire and the fire department is deployed or the school is evacuated, or
  • referral to an appropriate counseling program within the school district, a community mental health program, and/or an alternative placement center for diagnostic services;
  • placement in a SDP alternative education program, remedial disciplinary school or twilight program;
  • expulsion from the School District, if the student had previously been assigned to a disciplinary school, and
  • referral to law enforcement authorities, as appropriate

In addition to the aforementioned offenses, NEHS maintains a student discipline code that prohibits the following, all of which are addressed in the student handbook:

  1. hats, caps, head coverings and inappropriate clothing, such as bare midriffs, tank tops, short shorts, mini dresses, and garments with profane or obscene language, inappropriate comments or sexually suggestive expressions, as well as outer garments such as coats, worn in the hallways or classrooms
  2. cell phones, beepers and other electronic paging devices on school property
  3. iPods, CD players, MP3 players, walkman, radios, cameras, etc.
  4. playing cards, dice and potential gambling devices
  5. smoking in the school building, on school grounds or at school sponsored activities;
  6. eating/drinking in classrooms (except where lessons involve such activities);
  7. truancy and/or cutting class;
  8. lateness to class and/or school, and
  9. leaving the school building and/or grounds without authorization.

Detentions may be assigned for minor discipline infractions or late arrival to school. Students may arrange for a morning detention or an afternoon detention. Students are required to report to detention on time, bring appropriate ID and materials that can be used for study, etc. Students are to remain silent, but sleeping is not permitted. Students must observe the code of conduct while serving a detention. Students, who fail to serve assigned detentions or who accumulate an excessive number of detentions, will be subject to further disciplinary action.

In-School Suspension
Students not adhering to rules and regulations will be placed in a more structured learning environment in Trailer #1 until such time as they are ready to be mainstreamed back into their regular classes.

Out-of-School Suspension
The purpose of an out-of-suspension is to have both the student and parent recognize that the student was engaged in some type of serious, disruptive, non-acceptable behavior. Therefore, if suspended, a student will only be reinstated after his/her parent or legal guardian sees the appropriate dean or administrator. Brothers, sisters, aunts, uncles, and other relatives or friends of the family are NOT permitted to reinstate suspended students. Further, phone calls are not acceptable for reinstatement.

Students who are on suspension are not permitted in the building or on the school grounds. Nor, may they participate in any school activities. Students on suspension and found on school grounds are subject to arrest for trespassing.

ACT 26 of 1995 (The Safe Schools Act)
Act 26 creates a mandatory one year expulsion for the possession of weapons on school property, including buses, and at school-sponsored events. The Act states a weapon “shall include but not be limited to any knife, cutting instrument, cutting tool, nunchaku, firearm, shotgun, rifle and any other tool, instrument or implement capable of inflicting serious bodily injury.” There is no requirement that the student use or try to use the weapon, and possession for self protection is not considered as an exemption from the law. Possession includes, but is not limited to, weapons found on the person, as well as in school bags, desks, lockers or vehicles.

Act 26 also requires parents to provide a sworn statement upon registering their child in school as to whether their child had previously been suspended or expelled from another school for violations of said act. Act 26 also requires schools to maintain records on acts of violence and weapon possession and to forward student discipline records when a student transfers to another school.

ACT 33 of 1995 (Delinquent vs. Criminal Acts)
Act 33 provides that any person age 15 or older, who commits a violent crime and either (a) committed the crime with a deadly weapon or (b) has previously been adjudicated delinquent for a violent crime, will automatically be tried as an adult in the criminal justice system.

ACT 93 of 1995 (Blood Alcohol Content of Minors)
Act 93 creates a summary offense with a fine of $100 for any person under the age of 21 who operates a motor vehicle with any alcohol in his/her blood stream. The new summary offense is in addition to the loss of driving privileges and other sanctions allowable under current drunk driving laws.

Drug and Alcohol Abuse
Students in possession or under the influence of drugs or alcohol will be subject to prosecution under the law and disciplinary action as defined by the School District of Philadelphia’s Code of Student Conduct. Violators will also be referred to the Comprehensive Student Assistance Program and to an appropriate counseling program within the school, the District or the community. Students, who must take a prescription drug during school hours, are to take the drug to the nurse, who will supervise the administration of said medication at the appropriate time.

Sexual Harassment and School District Policy #102
Federal court decisions and federal law aim to promote inclusion and a reduction of harassment and violence against gay, lesbian, bisexual and transgendered students. Further, in Board Policy #102, the School District of Philadelphia affirms its commitment to Multiracial-Multicultural-Gender Education. This policy is designed to foster knowledge about and respect for those of all races, ethnic groups, social classes, genders, religions, disabilities, and sexual orientation. Its purpose is to ensure equity and justice for all Members of the School Community and society as a whole, and to give those members the skills and knowledge they need to understand and overcome individual biases and institutional barriers to full equality.

In keeping with the above, NEHS is committed to maintaining a positive learning and working environment that is free from any form of sexual harassment. Sexual harassment is a form of sex discrimination and is a violation of the Civil Rights Act of 1964, which prohibits discrimination on the basis of race, color, religion, national origin or sex. Sexual harassment shall consist of unwelcome sexual advances, request for sexual favors, inappropriate verbal or physical conduct of a sexual nature, or display of materials, which evoke responses not in keeping with the atmosphere intended for the classroom or the work place. Such conduct includes, but is not limited to:

  1. Sexual flirtation, touching, advances or propositions
  2. Verbal or written comments of a sexual nature, including sexually suggestive or degrading language.

Such conduct may not be used to create an intimidating, hostile, or offensive school/work environment. Students found in violation of this regulation and federal law will be subject to severe discipline, including referral to the appropriate authorities for legal action. A “drop-in” center has been established at NEHS in Room 145 for any student who feels that he/she needs more information regarding regulation #102 or for anyone who feels that his/her rights or those of others under this regulation may have been violated. Please see Mrs. Travagline for further information.

Rights of Victims in School Related Offences
Any victim of a crime committed by a Member of the School Community has the right to pursue criminal charges through the Criminal Justice or Juvenile Court Systems. To do so, a victim may initiate charges with the Philadelphia Police or file a private criminal complaint. To file a private criminal complaint, if the alleged offender is an adult, the victim should call 215-686-9863, 215-686-9864 or 215-686-9865, or if the alleged offender is a juvenile, the victim should call 215-686-7430. A victim may also contact the Department of Education’s Safe Schools Advocate at 215-644-1277 or the District’s Safety Hotline at 215-400-SAFE. Finally, a victim may also file a grievance in accordance with the District’s student grievance procedure.

Vandalism and Grafitti
Vandalism and graffiti constitute destruction of school property. Students found damaging or writing on any school property are subject to suspension, arrest and prosecution, and/or financial restitution. Students in possession of any graffiti paraphernalia will have said items confiscated and will be subject to disciplinary action, including prosecution under the law. Permanent/magic markers, spray paint, paint sticks, white-out, etc. are not permitted on school grounds.

Academic Honesty
A learning environment is based on trust, honesty and integrity. Any form of academic dishonesty that violates or devalues the educational process is unacceptable and will not be tolerated.

Violations against academic honesty include, but are not limited to, copying and submitting another’s homework as one’s own, as well as cheating on an essay, paper, quiz or test. Cheating is defined as obtaining or giving information that assists one’s own or another’s performance. This includes activities that take place both in and out of the classroom. At Northeast High School, the use of unauthorized aids, whether by writing, verbal, or coded means, is strictly forbidden. A grade of “zero” will automatically be given for all cases of academic dishonesty. Additional disciplinary measures will be taken, as appropriate.

The writing of a paper is an important aspect of the educational experience. Plagiarism refers to the presentation of another person’s ideas, theories, opinions or words/phrases as one’s own. To avoid plagiarism, all ideas gained from research and sources must be cited. Plagiarism may be as blatant as the direct copying of quotations or whole papers, or as subtle as the failure to cite an author’s ideas or interpretations – whether in print, electronic, verbal, audio and/or visual form. These actions are strictly forbidden and represent contempt, both for the original author and for the audience to whom the stolen ideas are presented.


  • Prior to doing any research project, be sure that you are perfectly clear as to the method that your teacher wants you to use when citing the sources you use, the number of sources to be used, and the types of sources to be used.
  • If you are not sure about the use of a particular source or the need to cite the source, ask your teacher.
  • Ignorance is not an acceptable excuse for plagiarism.


  • You will receive an automatic zero for the research project/paper on which you plagiarized.
  • Repeated incidents of plagiarism will result in other disciplinary actions.

Beepers / Cell Phones, Cameras, Electronic and Telephonic Devices
It is the policy of the School District of Philadelphia that students may not possess or use beepers, cell phones or other telephonic devices in school. Further, two-way radios, scanners, video cameras and electronic games are not permitted in school. Students found to be in the possession of any such devices will have said item(s) confiscated. The confiscated item will be turned over to the principal or his/her designee. The principal or designee shall maintain a record identifying the item confiscated and the student from whom it was taken. All confiscated items will be maintained in a secure (locked) manner. Exceptions to the above may be made under special circumstances, but only with the approval of the principal.

It is the policy of the School District to return confiscated beepers, cell phones or other devices to the parent, guardian, or an employer (where appropriate) on a first offense. Beepers, cell phones, or other telephonic devices will not be returned to underage students. It is the responsibility of the parent or employer to make arrangements with the principal to pick up the confiscated item. All confiscated items will be returned on the designated day at the end of each academic quarter. THERE WILL BE NO EXCEPTIONS!!!!!!!!

Items, which are not claimed within a reasonable time, or are confiscated in relation to another offense or as a result of a subsequent violation of this policy, will not be returned. The principal may donate such items to charity, destroy them or sell them, using the proceeds for the school.

Mace, Pepper Spray and Laser Pointers
Mace, pepper spray and laser pointers are not permitted. They will be confiscated, and not returned. A student will also be subject to Level 1 discipline for possession of any of these items. A student discharging or using any such item in school or proximate to other students or staff will be deemed as having committed an aggravated offense under Rule 24.

MP3 Players, iPods, CD Players, Tape Players, Radios etc.
MP3 players, iPods, CD players, radios, tape players, walkmen, etc are NOT to be seen or used in school. Students found in possession of these items may have said items confiscated. All confiscated items will be returned on the designated day at the end of each academic quarter. THERE WILL BE NO EXCEPTIONS!!!!!!!!

Items confiscated a second time will not be returned until the end of the school year. A parent may be required to come in for any such confiscated item(s). Otherwise, it is the responsibility of the student to make arrangements for the return of any confiscated item(s) with the Dean’s Office or the administration.

Off Limit Doors and Other Areas
Students who are caught opening or leaving via “off limit” doors are subject to severe disciplinary actions, the loss of various extra curricular activity privileges, etc. Areas such as the school stage, fire towers, boiler room, storage room, etc. may not be used by students under any circumstances without adult staff supervision.

Dress Code
Students attend NEHS in preparation for post-secondary education, employment or military service. Consequently, in addition to its educational mission, NEHS has the responsibility to define and encourage appropriate dress. This responsibility will be fully realized with the implementation of a new uniform policy. Please refer to the 2009-2010 NEHS uniform description and policy. Our new uniform policy will be strictly enforced. Students who arrive at school not wearing the designated uniform will receive a Saturday detention. Repeated violations of the policy may result in further disciplinary action. If no uniform policy in is place we will adhere to the following policy. In accordance with said responsibility, bare midriffs, tank tops, crop tops, fish net tops, tube tops, halter tops, mini skirts, mini dresses, short shorts and clothing/accessories with obscene or profane permitted. Clothing worn with the expressed intent to show gang language/symbols, as well as sexually suggestive expressions, are not affiliation is not permitted. Coats and other outer clothing may not be worn in class. Hats, caps, head wraps or head coverings of any kind are not to be worn in school at any time anywhere in the building, unless administrative approval has been granted for religious or medical reasons. Students wearing hats to school must put them in their locker or their book bag. Students who refuse to comply will have their hat confiscated. Violations of the Dress Code are a Level I Offense. Students who consistently violate the Dress Code will be subject to stronger disciplinary measures.

Smoking is not permitted in school, on school grounds or at any school-sponsored activity. Students found in violation of this rule will be severely disciplined. Cigarettes, matches and lighters are also not permitted. Possession of such items may result in disciplinary action.

Lunchroom Etiquette/
Students may use the lunchroom, prior to advisory, for breakfast and during their scheduled lunch periods. Students must scan in when reporting to the cafeteria for lunch. Students are not permitted to leave the school or school grounds during their assigned lunch period. Eating takes place in the cafeteria, only. In order to make the cafeteria and other areas orderly, clean and attractive, all students are expected to:

  • wait their turn in the food line, in an orderly fashion (students may not jump ahead of others already waiting in the lunch line);
  • keep the table areas and floor areas clean;
  • place all trash in the proper receptacles that have been placed throughout the lunchroom;
  • leave the area clean for others to use;
  • use good table and eating manners, and
  • follow directions from staff members supervising the lunchroom.

Water Fights, Food Fights, etc.
Students, who participate in water fights or food fights, or otherwise engage in similarly disruptive activities during lunch or at any other time during the school day, will be subject to disciplinary action and the loss of student privileges.

Off Campus Activities/
Disciplinary action(s), normally taken for acts occurring on school grounds, may also be taken for acts occurring on a bus that is owned, borrowed, rented or leased by the District, at any place at which a school-sponsored or school-related function takes place, at any other school within the District, or at any time or place on the way to school or the way home from school.

The school reserves the right to administer discipline for any other activity, whenever and wherever such an activity occurs, if such an off-school activity may reasonably be interpreted to threaten the ability of the school to maintain a safe, orderly and disciplined educational environment. When it is brought to the attention of the school that a student has engaged in such conduct off school grounds, the administration shall conduct an investigation, as deemed necessary and appropriate, including cooperation with law enforcement authorities, and may initiate disciplinary action in the same manner as if the action had occurred on school grounds during the school day.


Advisory Number and Program Identification
The second number in your three digit advisory number indicates the academic program to which you have been assigned. They are as follows: 1=Magnet Program; 2=Comm/Tech; 5=Arts and Education; 6=Health and Medical; 8=Liberal Arts and 9=International Baccalaureate Programme. A “3” as the middle number indicates that you have been assigned to the music room for advisory.

Daily Bulletin (Viking Voice)
The DAILY BULLETIN will be read each day during advisory. This publication is the major vehicle by which information is shared and, consequently, should be viewed as such. It is the responsibility of each student to be familiar with the information contained the daily bulletin. (See our website at nehs1.com)

Debts must be paid before a student can participate in any student activity. Debts include: temp ID’s, lost textbooks, lost uniforms, lost I.D’s, etc.

Guidance Department (Room 103)
The purpose of the Guidance Department is to help students maximize their abilities and achieve their full potential. This includes helping each student derive the maximum benefit from his/her high school experience, to make appropriate educational and career choices, and to develop the personal attributes needed for constructive participation in the school and the community. As such, students are encouraged to see their respective counselors for help with any personal, social or academic concern. Counselors are available to assist students during advisory, during lunch and by appointment.

College Access Center (Room 104)
The College Access Center was created and is designed to facilitate making college an achievable goal for all NEHS students. Available services include assistance in college selection, tours of college campuses, the inviting of college recruitment officers, financial aid information and conducting workshops related to career and college topics. Be sure to visit the College Access Center for help with your future plans.

Emergency Closing of School
Announcements will be made over the radio and local TV beginning at 5:30 A.M. You may also check the District’s website at www.phila.k12.pa.us. If, for any emergency, school must be closed during the school day, the administration will make the announcement.

Fire Drills
When a fire drill is conducted, students are to follow the directions given to them by their teachers and evacuate the building according to the directions posted in each room. Students may not leave school grounds during a fire drill. Smoking during a fire drill is NOT permitted.

Free or Reduced Priced Lunches
Applications for free or reduced price lunch tickets are available from the Admit Secretary or Cafeteria Manager. To qualify, you must meet certain financial criteria. Students, who are eligible, will receive lunch tickets once a week. Lost tickets will not be replaced. Students receiving free or reduced lunch tickets may not sell them or let other students use their tickets. Such actions will result in disciplinary action and the loss of lunch ticket privileges.

Gym Lockers
Students are responsible for the purchase of gym locks for their gym locker. Never leave a gym locker unlocked. The lock and contents must be emptied after each gym period. School District policies and procedures that apply to street lockers also apply to gym lockers.

Health Services and Medication
The health room, Room 145, is located next to the Main Office, and is open from 7:38 am – 2:46pm. At least one school nurse is on duty all day in room 145. For non-emergency visits, which are only seen during the last 10 minutes of each period, a note from the teacher is mandatory. True emergencies will be seen at any time.
Medication may be carried or taken in school ONLY


  • Parents who wish to have a prescription medication given to their child during school hours ask the nurse for a “Request for Administration of Medication” (Form MED-1), and
  • The form is filled out, signed by the student’s doctor and parent /legal guardian, and returned to the nurse.

Students may not bring medications to school for their personal use, nor may students take any medication in school unless administered by the school’s nurse. Students should see the nurse for any health related questions that they may have.

Parents: If your child has any health problems or is taking prescription medication for any reason, even if it does not have to be taken in school, it is important that you inform the nurse about it.

ID Cards
In order to provide security for all NEHS students, photo ID cards must be in your possession at all times. ID cards must be presented for tokens, library privileges, entry into the lunchroom, activity tickets, etc. Failure to carry your ID card or produce it upon request by any staff member may result in disciplinary action. Lost ID cards can be replaced in room 117A, during advisory, at a charge of $5.00.

The library may be used before or after school, or during a student’s -30- lunch period. During their lunch periods, students have a choice to go to lunch or utilize the library. If students choose to go to the library instead of lunch, they must arrive to the library promptly, before the sounding of the late bell. At that point, students will be required to stay in the library for the rest of their lunch period. This means that students will not be issued any hall passes to go to lunch. Conversely, students who go to lunch will not be permitted to leave the lunchroom to visit the library. THERE WILL BE NO EXCEPTIONS!! The library has books, magazines, newspapers and pamphlets for assigned study and recreational reading. Computers are available for student use. Fines are charged for materials that are overdue. NO FOOD OR DRINK IS PERMITTED IN THE LIBRARY. Library materials or fines must be cleared by students prior to the end of the school year or graduation.

Lockers and Storage Areas (Use and Searches)
Students will be assigned a locker with a lock when they come to Northeast High School. They will use this locker until they graduate or leave the school. The number of a locker corresponds with the room that is close to it. If there is a problem with your locker of if your lock is lost or stolen, the locker office is to be notified immediately. The locker office is located in Room 117A. Replacement cost of a lock is $5.00. Locks other than those issued by the school may not be placed on lockers. Unauthorized locks will be cut off without notice. Students are not to give their locker combination to anyone! Sharing of lockers is not permitted. The school cannot be responsible for theft. If theft should occur, the incident will be investigated by the school police.

Lockers, locks, and/or storage compartments, which are provided for student use remain the property of the School District. As such, students shall have no expectation of privacy and must understand that. Students should also be aware that the use of all School District equipment and/or facilities is extended to students for legitimate school purposes only. Therefore, lockers are only to be used for the storage of the following items: books, school supplies, clothing, items of personal hygiene, food, pocket books/purses, and/or any other personal items, which are not in violation of Board policy, school regulations and/or any local, state or federal statute. Coats and hats are to be kept in your street locker. They are not permitted to be worn in the classroom.

None of the following items is to be stored in a locker, temporarily or otherwise: illegal narcotics; drug paraphernalia; prescription drugs; alcohol; firearms; any knife or other dangerous weapon as defined by state law; any records, papers or documents used or intended for use in the trafficking, use or possession of any illegal substance, and any other item for which the possession of such item is illegal.

The student to whom a locker is assigned is responsible for any and all items found in the locker, regardless of whether the student claims or admits to be the owner or custodian, thereof. If any illegal materials are found, these materials may be used against the student in disciplinary proceedings and/or may be turned over to law enforcement agencies.

The locker and lock are the property of the School District of Philadelphia. As such, to protect the health, safety and general welfare of everyone in the school community, school district personnel have the right to randomly and/or periodically inspect lockers, desks and other storage areas at any time. Students do not have the right to be present during such searches.

Locker Clean Out
It is mandatory that students clean out their lockers and return all school property and books at the end of the school year by a designated date. Notices will be posted. Students will be given plenty of notice to comply. After the designated date, all lockers will be opened and inspected. All items left in the locker will be discarded. Students will be charged $5.00 for locker clean out. Seniors will be notified when to clean out their lockers and return their locks prior to graduation.

Neither the school nor the School District of Philadelphia is responsible for any losses or for items left in lockers at the end of the school year.

Lost and Found
The Lost and Found is located in Room #21A. Students who find lost articles are encouraged to take said items to Room 21A, except for lost keys. Lost keys are to be brought to the Main Office.

Parent Location Cards
Each year students are required to update their “Parent Location Cards.” “Parent Location Cards” are given to the students by their advisor and are to be returned with the updated information. The up-to- date “Parent Location Card” allows school personnel to contact parents regarding school related matters and emergency situations, which require parental notification and assistance.

Student parking is a privilege. Student parking is restricted to the lot on Glendale Ave., designated for student use, and on the street where permitted. Cars, which are illegally parked, will be ticketed by the police. Students, who park vehicles in designated staff parking lots, will be subject to severe discipline, including the loss of any and all student privileges for any extra curricular activity for the school year. All cars, using the designated lot, must be registered with the assistant principal in charge of the physical plant, grounds and facilities.

Police Arrest
Any person entering the high school and disrupting the normal educational process of the school is subject to arrest for disorderly conduct and other offenses, as deemed appropriate. Parents are expected to be a role model for their son/daughter and other students by conducting their behavior in a professional and appropriate manner.

Any student who acts disorderly and interrupts the educational process at Northeast High School is subject to arrest for disorderly conduct and other disciplinary actions. Students, who engage in a fight or encourage others to fight, are subject to arrest for disorderly conduct, simple to aggravated assault, including terroristic threats, etc. Other disciplinary actions may include moving the student to a more appropriate/restrictive educational setting and/or scheduling a hearing before the appropriate authorities for an expulsion.

Roster Slips
The Northeast High School Roster Slip is a supplement to a student’s ID card and helps in the identification of a student as a current member of the Northeast High School family. It distinguishes NEHS students from outsiders and aids in maintaining a safe environment. Once rosters are assigned, no changes will be made. While in school, all students must have their current roster slip and current ID card in their possession. Upon request, these must be presented to any member of the professional staff, support staff or security staff.

School Insurance
School insurance is available to all students. Applications are distributed early in the school year. Purchase is optional. However, any student who does not wish to participate in the school insurance program must provide signed evidence that he/she is covered adequately by a private company if he/she is going to participate in any athletic/extra-curricular activity. Homeroom advisors and coaches have insurance information.

School Dances
School dances at NEHS are primarily for NEHS students. In the event of a dance that includes outside guests, all guests (one guest per NEHS student) must be pre-registered in school prior to the dance. Tickets for guests must be purchased prior to the dance.

  1. Students will not be admitted to the dance after it has been underway for one and one-half hours unless prior administrative approval had been obtained.
  2. Students will not be readmitted to the dance after leaving.
  3. Parent chaperones are encouraged to attend.
  4. In the event of student misbehavior, parents/guardians will be called and asked to come for the student. Depending upon the nature of the disruptive behavior, police may be notified. Disciplinary action will be taken, as appropriate.
  5. The school will not be responsible for stolen articles.
  6. The Code of Student Conduct will be in effect.
  7. There will be no smoking on school grounds.
  8. Upon arrival, all guests must provide a school ID to be admitted to the dance.

School Property
Textbooks, workbooks, reading material, lockers, team uniforms, etc. that are issued to students by the school are to be properly maintained and returned to the appropriate staff member at the end of the term/year/semester/season. Students are reminded that they are responsible for any school property issued to them. Items that are not returned or are returned in damaged condition will result in a charge being assessed against the student to whom the property was issued. Every effort should be made to maintain school property in good condition. Students not meeting this obligation are subject to disciplinary action, including collection through our legal department.

School Publications and Website Information
All information contained in any school publication (school newspaper, yearbook, etc.) and/or posted on the school’s website must be submitted to the sponsor of such activity for review in accordance with District guidelines and the AUP prior to publication and/or posting. Any material, which the administration finds objectionable in accordance with District guidelines, may be removed by the administration in accordance with District procedures.

NOTE: Since it is possible that a student’s picture may be included as part of any school publication and/or posting on the school’s website, if you do not wish your photograph to be included as part of any school sponsored publication or activity, intentionally or otherwise, you must complete the form on page 41, specifically requesting that your photograph not be used.

School Store
The school store is located near the student cafeteria and is open during all lunch periods. A full line of school supplies, gym wear, school uniforms and “school spirit” items is offered, as well as a variety of snacks.

Security Scans
For security purposes, students and visitors must pass through a scanning process as they enter the school. The scans will detect weapons, drugs, electronic devices, etc. Boys are to report to the “F” door by the gym office. Girls are to report to the main lobby. All other persons coming into NEHS to visit or conduct business must go through the scan process in the main lobby before proceeding to the main office.

Student Expressions (Guidelines)
Students have the right to express themselves verbally and in writing, unless the expression interferes with the educational program, threatens immediate harm to the welfare of the school or community, encourages unlawful activity, takes away another individual’s lawful rights or undermines the school’s basic educational mission. The wearing of buttons, badges or arm bands bearing slogans or sayings shall be permitted as another form of expression, unless the message contains obscene, defamatory or offensive language, encourages illegal actions, contains any signs/symbols of gang affiliation, undermines the basic educational mission of the school or results in interference with the educational program.

NOTE: The distribution of any materials must be approved by the administration and the information contained in any such material must be in conformance with the provisions applicable to those for student expression. Further, the administration may determine the time and place of distribution of such materials so that distribution shall not interfere with the operation of the school.

Pay telephones are available for student use before and after school. They are not to be used by students during the school day. Since there are a limited number of telephones available for student use, phone calls should be limited to three minutes. Abuse of telephone privileges may result in a restriction of the privilege or removal of the pay telephones. In cases of emergencies, students should see their counselor or an administrator for permission to use an office phone.

Students are responsible to return textbooks or other school property in the condition in which it was received. Books are identified by a barcode. A student must return the book with the same barcode as the one he signed out. If a student does not return the item that he signed out then the he will be obliged to pay the replacement cost of the book. If a student loses a book and it is returned to him a $10.00 fee will be charged. If a book is not returned by the student by the end of the school year, a $10.00 fee will be charged. If property or books are signed out using a book receipt, then it is the responsibility of the student to obtain the book receipt when the item is returned.

Transpasses (For Students Only)
Free transpasses will be issued to those students who are eligible for them on the day assigned for each grade. They will be distributed at the booth near the Security Office in the cafeteria during all lunch periods. Transpasses will be distributed to 10th & 11th grade students on Tuesdays, and to 9th & 12th grade students on Mondays. Transpasses may not be distributed to students who: 1) fail to present ID card or 2) are listed as absent that day. Transpasses will be distributed on Friday during lunch periods to those students who were absent or suspended on the day that they are regularly scheduled to receive their transpass. Visitors
All visitors must report to the main lobby, sign-in, state their purpose for visiting, secure a visitor’s pass, proceed through scanning, and then report to the main office. Parents are always welcome to visit, but it is recommended that an appointment be scheduled in advance when requesting to meet with an administrator, teacher or counselor to ensure that he/she will be available. Visitors who fail to report to the main office upon entering the building may be considered trespassing and will be escorted out of the school. Visitation privileges will not be granted to:

  1. non-students wishing to attend class with a friend or relative,
  2. non-students who wish to “shadow” a Northeast student,
  3. non-students who wish to see a former teacher/staff member without an appointment, or
  4. students wishing to bring young children to school with them.

Working Papers
As required by Pennsylvania State Law, working papers must be obtained by any person under 18 years of age, desiring a job. It is mandatory that the child apply in person. Once the working papers are completed by the parent, the child must take the completed form(s) with them to an interview with the certification officer on Wednesdays. Enter through the Algon Avenue parking lot. Working papers are to be obtained on Wednesdays from 3:00 to 5:00. A. Purpose

  1. The School District of Philadelphia is providing its employees and students (“users”) with access to computing equipment, systems and local network functions such as School District e-mail and the Internet.
  2. This access has a limited education purpose for students and is to facilitate employees’ work productivity.

B. Access Rights and Privileges

  1. The School District has the right to place reasonable restrictions on -36- the use of equipment, resources and material students and employees access or post through the system. Students and employees are also expected to follow the rules set forth in the District’s rules and regulations governing conduct, disciplinary code, and the law in their use of The District’s equipment and network. This access has not been established as a public access service or a public forum. All access and rights are privileges granted by the District, and users should expect no privacy rights.
  2. All District employees and students will have access to the Internet through The District’s private network. Parents may specifically request that their children not be provided such access by notifying the District in writing.
  3. No student will be given or have access to District-provided Internet e-mail.
  4. Students may be permitted to access an external Internet e-mail service or their personal e-mail account for the purpose of legitimate instructional or school-based needs. This is a local decision.
  5. Guests/contractors are not automatically eligible for a District e-mail account. E-mail or network access accounts may be granted if directly sponsored by a District administrator.

C. Unacceptable Uses

  1. Users may not use the District’s private network to access material that is profane or obscene (pornography of any kind), that advocates illegal acts, or that advocates violence or discrimination towards other people (hate literature).
  2. Users may not post personal information on the Internet about themselves or other people. Personal contact information includes address, telephone, school address, work address, pictures or video bites, clips, etc.
  3. Students may not agree to meet with someone they have met on the Internet without their parent’s approval and participation.
  4. Users may not attempt to gain unauthorized access to any other computer system. This includes attempting to log in through another person’s account or access another person’s files. These actions are illegal, even if only for the purposes of “browsing”, “snooping”, or “electronic discovery”.
  5. Users may not deliberately disrupt or harm hardware or systems, interfere with computer or network performance, interfere with another’s ability to use equipment and systems, or destroy data.
  6. Users may not use the District’s private network to engage in illegal acts, such as arranging for a drug sale or the purchase of alcohol, engaging in criminal gang activity, threatening the safety of person, accessing or sharing unauthorized copyrighted music, movies, and other intellectual property, etc.
  7. Users may not utilize peer-to-peer file-sharing applications or execute programs to facilitate the downloading or exchange of copyrighted or unauthorized music, movies, and other materials.
  8. Users may not use the District’s private network to solicit information with the intent of using such information to cause personal harm or bodily injury to another or others.
  9. Users may not post information that could endanger an individual, cause personal damage or a danger of service disruption.
  10. Users may not knowingly or recklessly post false or defamatory information about a person or organization.
  11. Users may not intentionally seek information on, obtain copies of, or modify files, other data, or passwords belonging to other users.
  12. Users may not indirectly or directly make connections that create “backdoors” to the District, other organizations, community groups, etc. that allow unauthorized access to the District’s network.
  13. Users may not use obscene, profane, lewd, vulgar, rude, inflammatory, hateful, threatening, or disrespectful language.
  14. Users may not engage in personal attacks, including prejudicial or discriminatory attacks.
  15. Users may not harass another person. Harassment is persistently acting in a manner that distresses or annoys another person.
  16. Users may not re-post a message that was sent to them privately without permission of the person who sent them the message.
  17. Users may not forward or post chain letters or engage in “spamming”. Spamming is sending an annoying or unnecessary message to a large number of people.
  18. Users will not install or reproduce unauthorized or unlicensed software on District resources.
  19. Users may not plagiarize works that they find on the Internet or other resources.
  20. Users may not use technology resources and Internet for private business activities or unreasonable personal use.
  21. Users may not use the District’s private network for political lobbying.
  22. Students will not download files unless approved by their teacher.

D. System Security Obligations

  1. Users are responsible for the use of their individual access account(s) and should take all reasonable precautions to prevent others from being able to use their account(s), including coworkers, friends, or family. Under no conditions should a user provide his/her password to another person.
  2. Attempts to log on to the District’s private network or any other network as a system administrator is prohibited.
  3. Any user identified as a security risk or having a history of violating this or any other Acceptable Use Policy may be denied access to the District’s private network.
  4. Users will avoid the inadvertent spread of computer viruses by following the School District virus protection procedures if they download software or share common file directory.
  5. Users should immediately notify a teacher or system administrator of any possible security problem.
  6. Students will promptly disclose to their teacher or other appropriate school employee any message received that is inappropriate.

E. Filtering

  1. As required by law and in recognition of the need to establish a safe and appropriate computing environment, the District will use filtering technology to prohibit access, to the degree possible, to objectionable or unsuitable content that might otherwise be accessible via the Internet.

F. Due Process

  1. The School District will cooperate fully with local, state, or federal officials in any investigation concerning or relating to any illegal activities conducted through The District’s private network.
  2. In the event there is an allegation that a student has violated the District Acceptable Use Policy, the student will be provided with a written notice of the alleged violation and will be provided with notice and opportunity to be heard in the manner set forth in the Student Hearing Process Policy. Disciplinary actions may be taken.
  3. Employee violations of the District Acceptable Use Policy will be handled in accord with law, School Board Policy or collective bargaining agreement(s), as applicable.

G. Administration

  1. The Chief Information Officer has the responsibility and authority for the development, publication, implementation and ongoing administration and enforcement of the processes and techniques required to protect the Philadelphia School District’s technology systems and services from unauthorized access, loss or misuse.
  2. School principals have the responsibility to establish a plan to ensure adequate supervision of students. They are also responsible for interpreting and enforcing this policy at the local level.
  3. Local management has the responsibility to interpret and enforce this policy. Feb, 2003
